The new Venezuelan social security system
Article Abstract:
Venezuelan President Rafael Caldera advocated the adoption of a new social security structure on Dec 30, 1997 in an effort to alleviate the risks and policy ambiguity issues of the country's employee benefit system. The new structure calls for establishing optimal operating efficiency, while ensuring that employers are given universal coverage and equitable benefits. The program, under which all private and public employees are covered, would include healthcare and medical benefits; old age, or disability benefits; unemployment; housing and leisure.
