Baby Bells say: wrong number; the 8th Circuit is asked to decide the future of telcom deregulation
Article Abstract:
The US Court of Appeals for the 8th Circuit will rule in Iowa Utilities Board v. FCC and consolidated cases on the balance of state and federal regulators and competition in the telecommunications industry. Congress was trying to deal with the proper role of state and federal regulation when it passed the Telecommunications Act of 1996, and FCC rules implementing that law left state public utility commissions with the authority to determine prices. The 8th Circuit will rule on whether the FCC has jurisdiction to make these rules.

The class warrior: Freshman Rep. David M. McIntosh leads both his class and the war on regulation, mixing tough tactics with politesse
Article Abstract:
Freshman Rep David M McIntosh brings to Congress an aggressive style and a sterling conservative background. Together with his insider Washington experience as a one-time aide to former Vice President Dan Quayle, these have propelled him to the fore of a remarkable freshman class. McIntosh, 37, has taken the lead on such legal issues as safety, health, and environmental regulation, liability lawsuit reform, and govt subsidies to groups that lobby Congress. He studied at the U of Chicago School of Law under Antonin Scalia.

Much feared 'Dingell-grams' to be a thing of the past
Article Abstract:
The results of the 1994 mid-term elections mean that Rep John Dingell will no longer chair the House Committee on Energy and Commerce. Dingell's subpoenas while he and his committee were investigating environmental violations were often referred to as 'Dingell-grams.' Dingell investigations included bribery in generic drug approval, shady conduct in the junk bond market and sweetheart deals in Superfund's toxic waste program.
