The nation's bastion of contract immunity
Article Abstract:
Texas contractors and many legal experts decry the state's doctrine of sovereign immunity that courts say prevent lawsuits over contracts unless the legislature specifically authorizes the suit. Five cases are now on appeal over dismissals, and the legislature has begun giving the lawsuit permissions it has denied since at least 1986. Only three other states do not allow such lawsuits. The state's position leads contractors that do bid to pad their prices, reflecting increased risk and costing the state money.

Waco siege raises vexing issues
Article Abstract:
Attorneys involved with the Bureau of Alcohol, Tobacco and Firearms siege of the Branch Davidian compound near Waco, TX fall into two groups. One has come to Waco offering their expertise in the service of general issues such as civil rights which may come up. Another is composed of attorneys retained by cult members. Legal issues include family law and child custody due to the children in the compound and criminal law for those under arrest or who will we arrested at the end of the siege.
