Clinton unveils appeals process in wetlands policy
Article Abstract:
The Clinton administration has released a wetlands policy which represents the first agreement on the issue between the nine administrative agencies who control wetlands. The policy provides a new level of administrative appeals under the aegis of the Army Corps of Engineers. The policy will permit appeal of all three steps in the Army Corps' wetlands regulation process. Environmentalists could intervene as third parties in the appeals process but not file appeals themselves. Whether this policy will reduce both recourse to the courts and delay remains to be seen.

She implements Clinton's policy supporting banks
Article Abstract:
As chief counsel of the Comptroller of the Currency Julie L Williams writes major legal opinions supporting the Clinton administration's view that the banking industry should have broad latitude and independence. The US Supreme Court's decision favoring credit card charges is her third victory in that venue in 18 months, and underscores flexible interpretation of the 130-year- old National Bank Act as change sweeps the industry. A 1975 Antioch Law School graduate, Williams once worked for the Federal Home Loan Bank Board.

Coalition wants state moratorium on 'Net tax
Article Abstract:
A coalition in the US Congress has joined with the Clinton administration in backing the Internet Tax Freedom Act, a bill which would place a two-year moratorium on new state and local Internet taxes until a state and federal committee devises a plan for keeping such taxes as low as possible. There is a lot of confusion over the rules imposed by the federal government and at least 20 states on the taxation of electronic commerce. The disadvantage of the moratorium is its interference with commercial taxes of any kind.
