The article claims a failure to discuss the very real differences in institutional collective bargaining structures between Quebec and other Canadian provinces in the study by Peter Cramton, Morley Gunderson, and Joseph Tracy, although the authors caution that most of their data was collected in Quebec and this may have affected the results. Harish C. Jain and Parbudyal Singh fail to use a comprehensive model in their study analyzing the quantitative and qualitative effects of using strike replacement workers in Canada.

Article Abstract:
Peter Cramton, Morley Gunderson and Joseph Tracy should have used a more detailed characterization of the legislative ban on strike replacement workers to make their findings on its impact more useful and less subject to misinterpretation. The reader is left with the question whether the use of replacements actually prolongs strike duration or whether employers expecting lengthy strikes are more likely to use replacements.

Impacts of strike replacement bans in Canada
Article Abstract:
The article discusses the impact of legislative strike bans on replacement workers in Canada, using data from Jan 1967 to Mar 1993 and gauging the impact of the bans mainly from the Quebec experience. The impact of the bans on strike incidence, duration and wages; as well as on employers and unions is discussed.
