Commentary: unfinished business
Article Abstract:
The Treaty of Amsterdam can be regarded as a success in a number of different ways. However, it failed to address some reforms which are necessary to form the basis for the enlargement of the European Union. Most importantly, it did not deal with the calls being made by larger member countries for allocations to be reviewed because enlargement will lead to a rise in the number of small countries. If this issue is not resolved, Italy, France, Germany, Spain and the UK may be unwilling to meet their commitment to reduce their commissioners from two to one after the first enlargement.

Commentary: will the EMU area be too big?
Article Abstract:
The success of Europe's economic and monetary union (EMU) depends upon the financial stability of a large group of individual member state economies. Some countries pose more risk to EMU than others. Italy's participation in the scheme is a concerning but necessary step to ensure political and economic harmony within the group. Despite Italy's troubled history its economy has performed well since 1995. Member states are expected to abide by strict EMU membership conditions in order to retain membership status.

Commentary: why institutional reform matters
Article Abstract:
European Union (EU) regulation and legislation will develop through the EU's institutions. The internal market of 1985-1992 was set up with the support of ministers from all member states, democratically elected. It is apparent that many ministers have lost interest, unless it affects their country directly. Decision making within the EU is often conducted behind closed doors which is perceived as undemocratic.
