Competition policy, economic development, and the transition to free markets in the Third World: the case of Zimbabwe
Article Abstract:
Zimbabwe is a formerly socialist developing country trying to change to a free-market economy and also develop antitrust statutes. In 1991, the country began an 'economic structural adjustment program' (ESAP) to ease the transition to a free market system and one of the ESAP's goals is the establishment of an antimonopoly authority. A possible interim measure would be an independent competition council. The legal and commercial communities would like such an entity to be independent of other government agencies.
