Convention counsel are a study in contrasts
Article Abstract:
Alfonso McMillian, Jr., the chief counsel for the 1996 Democratic National Convention, is a corporate lawyer most of whose job is helping the party with transactional issues. William V. Buccella, the person with the same job on the Republican side, has had to handle constitutional issues with an ACLU suit charging that the Republican Party's plan to have demonstrators at some remove from the convention site violated First Amendment rights. Buccella has also had to handle transactional issues and now that the convention is over, will be involved with helping to dismantle what is there.

Eco-groups' standing curtailed
Article Abstract:
The US Supreme Court decided in Lujan v Defenders of Wildlife that the latter lacked standing in federal courts to question the legality of US-financed projects in Egypt and Sri Lanka which they think would hurt endangered species. Justice Scalia, who wrote the opinion, feels Congress is the place to address environmentalists' concerns about government programs. The Defenders had sought to challenge Interior Department regulations forbidding the application of the Endangered Species Act abroad because because it would impinge on the flexibility of US diplomacy.
