Article Abstract:
There were wide-ranging discussions at the environment council in Mar 1999 on European Union climate change policy. However, it was not possible to reach agreement on draft compromise proposals on how to calculate ceilings on the use of flexible mechanisms and on a new energy tax. The European Commission issued a working paper in Apr 1999 through which it hopes to receive opinions from member states about the best way to establish a competitive European Union-wide internal market for electricity from renewable sources.

The slow progression of environmental liability in the European Union (EU) is frustrating industry, which is concerned that environmental concepts are being too loosely defined. Meanwhile, the EU's environment council has reached agreement over CO2 reduction targets and has endorsed a 15% global reduction in greenhouse gases between 1990 and 2010. The Commission has also responded to air quality proposals and plans to strengthen the directive on landfill waste.

Article Abstract:
The European Union is not expected to release radical changes to environmental policy in 1997. Moves to improve pollution control and prevention will be considered, however. It is also processing three important energy programmes on renewable energy, co-generated energy and energy management. Environmental measures affecting water, waste, biotechnology and global warming are also considered.
