Article Abstract:
The responsibility in the investigation of Pres Bill Clinton will shift from Special Prosecutor Kenneth Starr to David P. Schippers, counsel to the House Judiciary Committee, as soon as Starr submits his final report to Congress. Schippers is counsel to the House Judiciary Committee and heads the team advising the House on whether to proceed with Clinton's impeachment. Henry Hyde, Judiciary Committee Chmn, hails from Chicago just like Schippers and the two have known each other since working in the Illinois Legislature decades ago.

Jeffrey J Pavletic, one of the lawyers and investigators who will be helping the House Judiciary Committee's Republicans in any impeachment investigation against Pres Bill Clinton, indicted a man for perjury while an Illinois prosecutor, a parallel of the charges against Clinton. Pavletic charged a community leader with lying about his sex life during a deposition. The defendant was at first successful in having the charges dismissed with the claim that they were immaterial but Pavletic won before the Illinois Supreme Court.
