FDA's backers move to increase its powers
Article Abstract:
Legislation in House and Senate committees would strengthen the Food and Drug Administration (FDA) by allowing the agency subpoena powers as well as other enforcement tools against the will of President Bush. Testimony before a Senate group by Sidney M. Wolfe of the Public Citizen Health Research Group and Alan L. Hoeting of the FDA pointed up the FDA's inability to enforce the law without cooperation by the people within its jurisdiction, who may be the people least willing to cooperate.

Article Abstract:
The Supreme Court in early 1993 issued three decisions showing the Rehnquist era's reluctance to grant habeas relief. They are Herrera v Collins, Graham v Collins and Lockhart v Fretwell. In the Herrera case the plaintiff brought newly discovered evidence of his innocence, but the court ruled that innocence claims alone were not a reason for habeas relief absent a constitutional violation in the original trial.
