First steps toward labor law reform
Article Abstract:
The Clinton administration acknowledges that labor law reform has become imperative in the face of changing labor market conditions and labor-management relations. However, the government's proposed changes to labor law needs some serious rethinking. The proposed increase in the minimum wage, for example, would make it harder for less-skilled workers to find legal employment. Likewise, Vice President Gore's proposal exempting federal contracts up to $100,000 from the Davis-Bacon Act and the Service Contracting Act should not be limited to small federal contracts.

Clinton's regulatory record: policies, process, and outcomes
Article Abstract:
Pres. Bill Clinton's regulatory record so far has proven better than that of his predecessor. The record shows that the Clinton administration has introduced fewer federal regulations than the Bush government. This appears to be in keeping with the goal of Office of Information and Regulatory Affairs Administrator Sally Katzen to make regulatory decisions that are smart instead of decisions that are pro- or anti-regulation. Clinton's regulatory record would improve further if his officials realize that smart regulation means less regulation.

More on the minimum wage
Article Abstract:
Pres. Bill Clinton has proposed that the federal minimum wage be increased from $4.25 to $5.15, citing the results of several recent anomalous studies. Clinton failed to take into account past studies which showed that employment of low-skilled workers declines by 1% to 2% for every 10% increase in the minimum wage. Instead, Clinton should have relied on the earned income tax credit to relieve the plight of poor Americans.
