Forfeiture laws get second look
Article Abstract:
Media attention to police and prosecutor abuses in state forfeiture programs has resulted in reform bills in several state legislatures, including Missouri, Colorado, New Jersey and Maryland. Some states are still opposed to reform efforts. In mid-1992 the National Conference of Commissioners of Uniform State Laws will issue a draft model forfeiture scheme requiring the state to meet a higher burden of proof in order to justify seizure.

D.C. to levy fee on attorneys; joins other jurisdictions
Article Abstract:
The District of Columbia has started to impose a professional license fee on attorneys, and an amendment exempting lawyers who do not practice regularly in the District has already been proposed. Maryland, Tennessee and Massachusetts are other states which have experimented with taxing attorneys. Most attorneys prefer flat annual taxes or license fees to taxes on gross income from professional services.

Gun lobby trying new tactics
Article Abstract:
The National Rifle Association (NRA) has lost two legislative battles on gun control and is expected to turn to more litigation. New Jersey and Virginia have passed gun control laws which the NRA tried to stop. Richard Gardiner of the NRA says that lobbying remains the NRA's top priority but that litigation will increase as gun control laws are passed.
