From Gattzilla to the green giant: winning the environmental battle for the soul of the World Trade Organization
Article Abstract:
International environmentalist should work with and not against the World Trade Organization (WTO). Some environmental activists, such as Ralph Nader, opposed the creation of the WTO and argued the US should abandon the WTO and establish trade policies according to its own environmental standards. Such isolationism is self-defeating. Activists need to establish constitutional methods by which the WTO can be linked to environmental organizations. The economic will of the WTO should not come at the expense of global environmental concerns.

The Coase theorem as applied to trade barriers and optimal adjustment strategies
Article Abstract:
The federal government could apply the Coase theorem by using a consumption tax to transfer the gains from free trade to the workers rendered unemployed or underemployed by the repeal of protectionism. Congress historically favored protectionism because of strong lobbying by the minority whom it benefited and weak opposition from consumers whom it only slightly harmed. Congress could overcome this situation by giving the beneficiaries of protectionism less reason to support it.

The author discusses conflicts created by the attempt of the Clinton Administration to link international free trade law with labor rights in developing nations. The role of the World Trade Organization in promoting labor rights is evaluated.
