Historic gathering of black judiciary
Article Abstract:
Some 52 of the country's 68 living black federal judges gathered in Sept 1992 to celebrate an integrated federal judiciary. Judge A. Leon Higginbotham Jr, chief judge emeritus of the 3d Circuit, voiced concern that during the last 12 years of Republican administrations only two blacks, including the ultra-conservative Clarence Thomas, have been appointed to the federal judiciary. Higginbotham and others contrasted this with President Carter's elevation of 38 blacks to the federal bench. The judges hope that a change in administration will reverse the trend of declining minority appointments.

Article Abstract:
An NLRB ruling deeming worker-management committees to be illegal company-dominated groups under National Labor Relations Act (NLRA) 8(a)(2) marks the second time in two years the Board has reached this conclusion. Proponents of employee-management committees fear that legislation may be the only means of assuring their survival. To this end, the Teamwork for Employees and Management Act has been introduced in Congress to amend NLRA 8(a)(2). This law would legalize employee-management committees dealing with productivity and quality.
