Legislative gridlock and more party-driven rather than issue-driven lobbyists are discussed. Party membership predicts legislative voting records and lobbying firms have acquired a political balance.

The increase in law school classes dealing with election law reform after the contested presidential election of 2000 is described. Such courses will now include how outdated voting machines and inferior technology have disproportionately affected minority voters.
