Article Abstract:
There was significant progress in a number of key areas of European Union policy in the period Feb 1999 to Apr 1999. It was possible to adopt a 'transparency mechanism,' under which member states must notify new measures impacting electronic information services and the internal market for gas was liberalized. The proportion of outstanding single market legislation not yet implemented in all states fell to 14%. The European Commission concluded that the three-year transitional period for introducing the euro should not be shortened.
