Issue is decentralization
Article Abstract:
Some decentralization is occurring in corporate legal departments as attorneys are dispatched to on-site divisions and corporate legal departments are structured so that attorneys report both indirectly to the business unit and directly to the general counsel. Both structures have advantages and disadvantages. Centralization is more cost-effective but not necessarily the most efficient structure in large corporations. Decentralization can give a lawyer the businessman's sense of priorities, but professional objectivity can be compromised by having lawyers so closely involved with clients.

Stratospheric salary gap reflects national trend; the 'haves' of private law soar; public lawyers trail below
Article Abstract:
The National Law Journal's 10th annual survey of salaries in the legal profession shows excellent conditions in the private sector, while salaries for attorneys in government and teaching positions are increasing much more slowly, with raises, when present, limited to less than 5%. Public-interest lawyers are still at the bottom of the salary scale. Profits per partner and gross revenues at some of the largest law firms provide the best reflection of the healthy prospects in private practice. Lengthy tables are given.

The fight for access: public law libraries battle budget cuts
Article Abstract:
Public law libraries are trying to cope in spite of budget cuts and the rising cost of books. Some libraries depend on fees and fines, and people in financial trouble due to the recession can be derelict in their payments. Some are funded by state legislatures, which are cutting budgets in order to cope with lower tax revenues. Libraries in the federal court system rely on Congress, which has been stingy since the Gramm-Rudman bill.
