Maryland's man in the middle; prosecutor assigned to investigate Linda Tripp occupies a unique niche

Stephen Montanarelli heads one of the few free-standing state agencies in the US set up to prosecute both political malfeasance and cases that regular prosecutors view as conflicts. Maryland resident Linda Tripp's wiretapping of Monica Lewinsky is a state investigation because it may violate state law that Lewinsky claims not to have known she was being recorded. Democratic state legislators urging the investigation have been accused of political motives.

Former federal judge Kenneth Conboy engineered Teamsters Union pres Ron Carey's deposing after returning to the private sector. Experts attribute to Conboy the responsibility for halting organized labor's comeback after the success of the United Parcel strike and the failure of Pres Clinton's fast-track trade bill. David N. Edelstein, the federal judge who oversaw the Teamsters Union, appointed Conboy election appeals master in 1995.
