Article Abstract:
Two laws passed by Congress late in the 1996 session contained a number of provisions affecting health-related employee benefits. Under the Veterans Affairs and Housing and Urban Development Appropriations Act, minimum post-natal stay requirements were established and employee health plans will be required to treat mental health services the same as other medical services. Under the Medicare/Medicaid Data Bank Elimination Act, the 1993 requirement that employers offering health plans submit information to a database was repealed.

The Mental Health Parity Act: an overview of new group health plan participant protections
Article Abstract:
Mental health patients are more likely to have coverage under their employer group health plans beginning in 1998. The Mental Health Parity Act of 1996 mandates parity between provisions of health benefits for physical and mental illnesses. The mandate applies to employers with over 50 covered employees where the plan change would not increase plans' costs by at least 1 percent. All employers may still completely exclude mental health coverage from their group health plans.

The camel's nose under the tent: new group health care rules for the private sector
Article Abstract:
Health insurance laws were revamped by the 1996 Health Insurance Portability and Accountability Act. Private employers' health plans, self-insured persons, and health insurance companies were all affected by changes in areas such as nondiscrimination, preexisting condition exclusions, special enrollment periods, and creditable coverage certificates. The applicable Treasury regulations are summarized.
