Medicare reform
Article Abstract:
Demographic changes and medical care costs increasing faster that payroll tax revenues are dictating that the Medicare finance system be reformed. A number of different reforms have been discussed, but all of them involve increasing costs or reducing benefits. The reforms being debated include voucher systems that would convert Medicare into a defined contribution program, limiting the fees paid to medical care providers, implementing managed care methods to replace the current fee-for-service approach, increasing beneficiary contributions and instituting means testing.

Separation, divorce, and employee benefits
Article Abstract:
Unemployed spouses or spouses who do not receive medical insurance from their own jobs can continue to receive their spouses' medical insurance after legal separation or divorce. The Consolidated Omnibus Budget Reconciliation Act of 1985 requires employers to offer the same medical coverage for up to 36 months at no more than 102% of the normal spousal coverage cost. However, this law only effects employers with 20 or more workers, so spouses can also continue their medical coverage through individual contracts offered by the insurer.
