Miami lawyer is aiming to dismantle his city; while running his firm, he battles to dissolve the city his ancestors helped build
Article Abstract:
Miami, FL, is on the edge of financial disaster, and attorney Eugene Stearns is working for its dissolution. With Miami's large Hispanic American population, this puts Stearns in the middle of ethnic politics. Miami's troubled finances were discovered in 1996 when corruption charges against former city manager Cesar Odio and others were brought. The city has so far failed to produce a recovery plan the state-appointed oversight board approves of. These financial troubles come at a time when the state of Florida is doing well economically.
