NLRB election delays: do they make a difference?
Article Abstract:
Data from labor union certification elections conducted by the National Labor Relations Board (NLRB) from 1976-88 were analyzed to determine whether NLRB's processing delays affected the unions' success. The results suggested that, contrary to expectations, delays bolstered a union's odds of victory in an NLRB-called re-election. In addition, delays detracted from the union win rate in non-appealed elections but improved it in appealed elections. Further research is needed to explain these results.
