Starr abused his relationshiop with grand jury
Article Abstract:
Special Prosecutor Kenneth Starr abused prosecutorial discretion in investigating allegations of wrongdoing against Pres Bill Clinton. Starr should first have considered whether these allegations bore enough connection to the performance of presidential official duties to warrant an exhaustive grand jury inquiry. The independent counsel should forcing the president to appear before the grand jury because the Tripp tapes provided evidence of Clinton's lies in the Jones case.

Article Abstract:
Independent Counsel Kenneth Starr's referral on Pres Bill Clinton to the US House of Representatives was not required by 28 USC 595(c), as Starr claimed. This title merely directed Starr to advise the House if, in carrying out his prosecutorial function, he came upon information that might be a basis for impeachment. Even then, he was obliged merely to report the information to the House, not submit a bill written so as to incite them to impeachment proceedings.
