Paperwork redux: the (stronger) Paperwork Reduction Act of 1995
Article Abstract:
The Paperwork Reduction Act of 1995 set the goal of a 36% decrease in federal paperwork burdens on the public by 2001. Under the authority of the Office of Management and Budget, the Act requires agencies to follow strict guidelines before implementing information collection strategies. Nearly all agencies fall under the Act's requirements but the IRS alone in 1995 accounted for 87% of the paperwork burden.

The ABA Section of Administrative Law and Regulatory Practice - from the objector to protector of the APA
Article Abstract:
The ABA Section of Administrative Law and Regulatory Practice was stridently against the passing of the Administrative Procedure Act (APA) from the 1930s until 1941. A change in the Section's leadership realized that agencies needed to have the authority for rulemaking and for enforcing those rules. In 1998, the Section positioned itself in opposition to Congress' intent to reform the APA.
