Parole consultants under investigation for ethical violations
Article Abstract:
The Texas state government is concerned about the ethics of parole representation and suspects this legal sideline needs more regulation. The Texas state senate's criminal justice committee started hearings on July 9, 1992 to determine if more regulation is needed. Investigations are continuing over the ethics of former parole board members who counseled inmates when they came before the parole board. According to Bill Habern, former staff counsel for the Texas Department of Corrections, Texas regulation of parole representation fails to measure up to that in other states.

Article Abstract:
Texas has a controversial visiting judges' program which uses retired judges and those who have lost elections to help fight court congestion. The program is run by the Texas Office of Court Administration which divides the state into nine regions and makes a presiding judge in each of these responsible for selecting visiting judges. In 1992, the number of hours put in by visiting judges equaled those of 80 full-time judges.

Pipe litigation may dig a hole for three companies
Article Abstract:
Shell Oil Co, Hoechst Celanese Corp and US Brass are facing widespread litigation due to complaints of leakage from their plastic or 'polybutylene' plumbing systems. These systems were installed in many Sun Belt homes during the 1980s. Some observers feel that this litigation's impact could approach that of the asbestos litigation.
