Proposed Roth IRA regulations issued in question and answer format
Article Abstract:
The IRS released question and answer-form proposed regulations under IRC section 408A concerning Roth IRAs which are effective beginning on Jan 1, 1998, the date of that section's enactment. The regulations provide guidance regarding terminology and procedural issues. Roth IRAs are treated the same for tax purposes as traditional IRAs except where their forms require otherwise, such as the nondeductibility of Roth IRA contributions. The regulations address IRA conversions and contain distribution rules.

Article Abstract:
This article concerns US Labor Dept guidance in Interpretive Bulletin 99-1 directed at small businesses with payroll deduction IRA plans which they do not want to fall under ERISA pension plan regulation. Safe harbor rules established in 1975 are expanded upon and clarified including issues of employer endorsement and service arrangements.
