Article Abstract:
The author evaluates the Endangered Species Act's consultation process and the concept of finding a reasonable and prudent alternative to an outright prohibition of a federal water project on environmental grounds. The Animas-La Plata Project, which was initially found to be fundamentally harmful under the ESA, is discussed.
