Taking out the speed bumps; measure seeks to streamline process of moving children out of foster care
Article Abstract:
The Adoption Assistance and Child Welfare Act of 1980 requires of states who want to qualify for federal matching funds for foster care expenses that they make reasonable efforts to reunify children with their biological parents. A redefinition of the act's "reasonable efforts" requirement would result from bills now in the house, and they would place timelines on permanency decisions and filings for parental terminations as well as providing incentives for states to hasten adoption.
