The rising impact of environmental mandates on local government
Article Abstract:
Ramifications of the current relationship between the local, state, and the federal levels of government in the area of environmental regulation are discussed. The federal government, while decreasing funding in the environmental area, has been imposing additional controls and mandated costs on state and local governments. Moreover, regardless of funding, local governments are expected to deliver environmental services in a timely and efficient manner while complying with all existing environmental laws and regulations. Thus, it has become imperative for local governments to be able to determine their actual costs of compliance.

Caution: precautionary principle ahead
Article Abstract:
Majority of Environmental advocates subscribe to the "Precautionary Principle" which takes a severe stand on environmental or health risks associated with new technology. Governments advocating anti-global warming measures may have failed to consider the consequences of such programs in lieu of energy savings and the prevention of the greenhouse effect. Examples include the compromise of health and safety measures in vehicles due to restrictions on auto fuel use and energy taxes which have caused a lowering of car weights by some 500 pounds.

Storm clouds brewing on the environmental justice horizon
Article Abstract:
The government should look beyond simple solutions to the pursuit of environmental justice as there are different situations that need different solutions. Executive order 12898 and other efforts made by the Environmental Protection Agency to pursue environmental justice have all fallen short and signal that trouble may be starting in this area of government regulation because of mismatched regulatory efforts.
