The UK Department of Trade and Industry claim they undertook more 100 raids on pirate radio stations in 1997. Some pirate radio broadcasters point out they are often put out of business by other operators who steal their equipment. The cheapness of radio equipment allows pirate radio operators to resume broadcasting quickly after a raid. The cost of broadcasting equipment has fallen to between 800-1,200 pounds sterling in 1998, from about 8,000 pounds sterling in 1986. Pirate radio use advertising to generate revenue to pay for new equipment.

There are 21 bidders for the north-west of England, United Kingdom, regional commercial FM licence because this franchise has attracted 26 million pounds sterling worth of advertising in the year to April 1997. The bidders are keen to build on this, however, whoever wins will face serious competition from other operators in the area, such as Emap Radio. Major radio stations are competing against local stations and opinion is divided about which one will be successful. The decision could be made in January 1998.

Commercial radio in the UK is one of the media success stories of the 1990s, but new Heritage Secretary Chris Smith must take a fresh approach to regulation. The Commercial Radio Companies Association (CRCA), financed by the Radio Clearing Centre and the Radio Advertising Bureau, believes that both public service and commercial radio broadcasting should be regulated by a single body and that fairer access to FM frequencies should be allocated, while ownership regulations should be revised.
