From Russia with love - a timely lesson

There is almost no regulation at all of television broadcasting in Russia. Each of the country's leading television channels has links with a specific political faction, and this means that television news presentation is extremely biased. Terrestrial broadcasters must obtain a licence for their frequencies, but beyond that are allowed to operate more or less as they wish. The funds voted for state channels usually do not reach the channels concerned without having been tampered with in some way, and commercial channels also face severe funding difficulties.

The UK's Independent Television Commission is facing many challenges as the pace of change in television broadcasting becomes extremely rapid. It has now announced the award of all the initial digital terrestrial television licences except one, having had to consider many different criteria. It has emphasized that it is committed to ensuring fair competition as BSkyB deals with digital terrestrial television and other broadcasting platforms. It has also had to deal with issues which have arisen as the result of mergers between ITV franchise-holders.
