UK culture secretary James Purnell has released a proposal which contests license fee funding of public service broadcasters, which is viewed as top-slicing. A likely outcome of the proposal is a public service publisher (PSP), which can lead to a big loss in public finances. Other funding options for public service broadcasters such as the BBC are discussed.
