Europe's budding military structures
Article Abstract:
Europe's heads of state have agreed to set up a small and autonomous operational military planning element that would be deeply embedded in the existing European military structure. The decision is taken as a result of the American attack on Iraq when the four NATO member governments that strongly opposed the attacks declared their intention to set up a European military headquarters, independent of NATO.
