Guatemalan human-rights report opens old wounds
Article Abstract:
The Guatemalan government commissioned a report on human rights violations that were committed during that nation's 36-year civil war in the hopes of laying the past to rest. The Commission for Human Clarification publicly released the historical report on Feb 25, 1999. While the government can be commended for its courage in authorizing the study, conservative sectors and other sources have expressed doubts about the commission's methodology and claims of impartiality. They also say that some of the conclusions contained in the report will most likely exacerbate bitter social divisions.

Georgian-Abkhazian security issues
Article Abstract:
Georgia is considered a political time bomb as its internal security is in a perilous state. Georgia has not been able to guarantee its territorial integrity since declaring its independence in 1991. For instance, the regions of South Ossetia and Abkhazia have successfully broken free of the government's centralized control. Many other regions have strained relations with the central government. Many Georgians and outside observers blame Russia for generating disorder in Georgia. Empirical evidence suggests that Georgia is largely responsible for its own disintegration.
