LCS primes oppose navy plan to shift contract structure

Lockheed Martin and General Dynamics have opposed the U.S. Navy leaders proposal to change ship-building contracts from 'cost-plus, to a 'fixed-price incentive fee' type structure. The industry is against it due to its previous experiences, when it had difficulty surviving due to the fixed-price development programmes and hence is hesitant to go back to it.
