Morales faces challenge of limiting cocaine production in Bolivia
Article Abstract:
A number of factors in 2006, including the failure of alternative development schemes, the presence of Mexican drug cartels and a growing regional cocaine market, could lead to a rise in cocaine production in Bolivia in the next two years. President Evo Morales wishes to descriminalise the cultivation of coca plants, whose leaves are used in the manufacture of cocaine, but he advocates a zero-tolerance policy when it comes to cocaine production and trafficking.
