Operational units gain stronger voice in decisions about weapons, training
Article Abstract:
The U.S. Navy's top fleet leader, Adm. William J. Fallon, Commander of the Norfolk, Virginia-based U.S. Fleet Forces Command, needs to strengthen the input of operational forces with a fundamental shift in how the Navy identifies requirements for resources, equipment, manpower, and training programs. Navy's mission would be to assess the legitimacy of three aspects of naval requirements, the functionality of platforms and systems, the processes of balancing resources across the Navy's budget and the identification of readiness needs for fuel, spare parts, training, and maintenance.

The concept of Navy's pivotal (DDX) destroyer program depending largely on the Pentagon's ability to hold the costs at a time of heightened budget scrutiny on Capitol Hill is reported. The Senate Appropriations chairman Thad Cochran and a member of the Senate Armed Services Committee Susan Collins might use their political power to save the DD(X), if costs for the ships far exceed the Navy's expectations.

SDV units in great demand as speed, range improve
Article Abstract:
The Navy's swimmer delivery vehicle (SDV) platoons of the American military forces are in high demand in several combatant commands because of their improved speed and range. The new capability for naval special warfare, which was created by SDV, and the changes in the hardware and structure of SDV platoons are discussed.
