Lt Gen Maarten Schouten, Commander of the Royal Netherlands Army, said the country's Defense White Paper 2000 calls for the improvement of the operational deployability of all elements of the Dutch armed forces. The armed forces should also be capable of participating in foreign peace support operations for long periods. This directive resulted in the infusion of an additional 1,500 troops to Royal Netherlands Army. These troops are made up of mechanized infantry and engineering personnel.

Maj Gen WH Zoomers, director of materiel for the Royal Netherlands Army, said the increasing costs and development times of defense procurement should be accepted as a matter-of-fact. Zoomers added that the problem should be addressed from the point-of-view of how to cope with it. He added that the problem can also be resolved by reducing the demand, in terms of quality and quantity, for the most-expensive military equipment.
