The kidnapping of 71 oil workers from the Argentine company Techint in June 2003, and the killing of seven soldiers in July 2003 by insurgents from PeruEs Shining Path insurgent movement suggests that it is becoming active. Though the US government has categorized the guerilla group as an immediate danger and grave threat, President Alejandro ToledoEs government in Lima has written off the incidents as the death throes of the fighters that were confined to the remote highlands.
