Thinking about cities and war
Article Abstract:
History suggests a great deal about the importance of cities. They represent the state's economic and financial center and constitute the psychological heart of national resistance. Armies since the 17th century have focused on the capture of cities in their military campaigns, and major wars of the 19th century revolved around major cities. The 20th century has also witnessed cities as a focus for virtually all military operations. History suggests that cities will continue to lie at the center of US military operations because of what they represent. Thus, considerable differences in how different branches of Armed Services view the problem of cities in their operational concepts have implications for how these branches will cooperate in the joint arena.

To improve aviation safety, improve aviation organization
Article Abstract:
The significant improvement in safety and combat efficiency in the Marine air-ground team will not come from reorganization but from changing the performance evaluation system (PES) to emphasize the tactical vice administrative functions of the squadron. The change in PES will greatly improve the command and control in the Marine Corps squadrons and correspondingly improve safety, readiness and combat effectiveness.
