Article Abstract:
The simultaneous construction of the U.S. Navy's (USN's) first two DD(X) destroyers in different shipyards reflects the spiraling development costs and diminishing production numbers. The USN had to shift its acquisition strategy of the new DD(X) destroyer as the Congress rejected its winner takes-it-all construction approach.
