Major Republican Party leaders met in New York City to begin the political process of maximizing their 2004 convention in the city that enhanced Pres. Bush's image after the Sept. 11 attacks.?Party officials know that references to Bush's leadership to combat terrorism after the World Trade Center bombings are critical to his presidential re-election, but they want to avoid accusations of exploiting a national tragedy for political gain.
