Politicians in Quebec, led by Premier Robert Bourassa, are demanding changes in a pair of national proposals. Quebec disagrees with the proposal for a Senate that is equally represented from each province and with a provision allowing native peoples to govern themselves.

The nine English-speaking provinces of Canada have agreed on a number of constitutional changes, including the establishment of an elected senate and the removal of certain provincial barriers. However, the question of Quebec's acceptance of the proposed changes remains.
