Cree Chief Joe Dion proposes that a new province be set up to represent the rights of the 500,000 natives living in Canada. This province would have its own legislature and 12 seats in the House of Commons. Dion's stance is considered more moderate than Assembly of First Nations' leader Ovide Mercredi.
