Article Abstract:
China enjoys a popular image as being a centralised economy under the absolute command of the Beijing authorities, but the actual power is much more dispersed, spreading to provincial and local government authorities. There is a growing disparity in income distribution between the rural and urban regions, in that there are 800 million rural Chinese living not too far above subsistence level, and modern China has not developed the political or economic framework to address the divide.
