The government of John Howard is attempting to pass legislation outlawing compulsory student services fees, but institutions of higher education are united in their opposition to the measure. Education Minister David Kemp says the measure would enable funding to go directly to services students use. Some see the bill as an unwarranted intrusion into educational institutions' internal affairs.
