As Brazil's market grows, so does the free access dispute

In Brazil, Internet service providers face the 'age-old' Internet e-commerce question, 'To fee, or not to fee.' Infrastructure is improving in this developing market, but many potential users have little discretionary income. Some companies are offering free Internet access, trying to reach the broadest possible market, hoping advertising revenues will bring in the money. Others say a viable business requires some level of subscription fee. On the consumer end of e-commerce, in a country with more land area than the U.S., many small towns lack delivery services. The connection between online retailers and the home shopper remains patchy for those outside the big cities.
