BUSH SEEKS HELP OF ALLIES BARRED FROM IRAQ DEALS
Article Abstract:
Pres. Bush is seeking support from France, Russia and Germany in eliminating Iraqi debts to these countries. The timing of his request is creating a political blemish since its comes the day after the DOD informed the countries they will not receive any contracts for the $18 billion in Iraqi reconstruction projects the US is financing. White House staff is displeased with the DOD's timing in announcing the exclusion of France, Germany and Russia despite Bush administration support for leaning towards contracts for the 63 other countries that supported the US invasion of Iraq.

Article Abstract:
The Madrid conference of nations that gathered to decide how much money they would contribute to the rebuilding of Iraq ended with pledges totaling $13 billion. This will address reconstruction of water, power and other infrastructure systems over the next five years. Two-thirds of these funds will be given as loans rather than grants. The US is still seeking more funds as grants and expects that another $3 or $4 billion will be forthcoming by the end of 2004.
