Bell Canada told union has role in buyout offers

Bell Canada has been told by the Canada Industrial Relations Board that it must gain the consent of its labor union before it can offer voluntary severance packages to employees targeted for layoff. Bell Canada's Communications, Energy and Paperworks Union of Canada union has around 7,000 company employees as members.
